Where do the bill summaries and categories come from?

Every bill gets a short plain-English summary and categories written by AI from the bill itself, updated when the bill changes.

Summaries

The short In plain English summary at the top of a bill is written by artificial intelligence from the bill's text and description. It is there to help you decide quickly whether a bill matters to you.

Summaries are written automatically when a bill is filed and its text arrives, usually within the hour. When a bill changes in a meaningful way, for example a new version or an adopted amendment, the summary is written again. Small changes, such as a new cosponsor, do not trigger a new summary.

A brand-new bill may briefly show no summary while its text is on its way.

Categories

Each bill is also given categories, such as Education or Taxes & Spending, by the same process. Categories power the category filters in Browse and decide which bills match the issues in your profile.

Keep in mind

Summaries and categories are written by AI and can miss details or misjudge a bill's subject. They are a starting point. Before you rely on one, read the bill text, which is one tap away on the bill's page. For a fuller, more careful look, generate the AI analysis. See the article on the AI analysis.

If a summary or category is clearly wrong, email us the bill number and we will look at it.
