How do I track a bill for my organization?

Track a bill from its page, manage your organization's watchlist on the Tracked Bills page, and stop tracking a bill when you are done with it.

Tracked bills are your organization's shared watchlist. Everyone on staff sees the same list. Your position, priority, position statement and notes all live on the tracked bill.

Track a bill

  1. Find the bill in Browse Bills and open it.
  2. On the right of the bill's page, click Track this bill.

The button changes to Tracked by your team. A newly tracked bill starts with No position and no priority.

In states where each chamber works its own matching bill (companion bills), tracking one bill also tracks its companion. The two show together on the Tracked Bills page.

Adding a bill to a shared Issue Portfolio also tracks it if it is not tracked yet. See the article on Issue Portfolios.

Owners and Editors can track and untrack bills. Analysts and Viewers can see the tracked list but not change it.

The Tracked Bills page

Open Tracked Bills under Bill Tracking. Each bill shows:

  • its position (for example Support or Oppose) and priority,
  • an On website label if it is shown on your public website,
  • the Issue Portfolios it belongs to (a lock means it is your private portfolio),
  • each bill of a companion pair, with its status or the committee it is waiting in, the lead sponsor and its progress,
  • your public position statement and internal notes, if any,
  • who tracked it.

Filter and search the list

  • Type in the search box to find a tracked bill by number, title or description.
  • Click a Position or Priority button to filter. You can pick more than one.
  • Tick On your website to see only bills shown publicly.
  • Pick a portfolio to see only its bills.
  • Advanced search works here too. It searches only your tracked bills. Saved searches and Download CSV are also on this page.

Edit a tracked bill

Click the pencil (Edit) on a bill to change its position, priority, position statement, Show on your website setting and internal notes, then click Save. See the articles on stance and priority and on position statements.

Change many bills at once

Owners and Editors see a checkbox beside each bill. Select several, then:

  • use Position: keep and Priority: keep to choose a new position or priority, and click Apply, or
  • choose Add to portfolio… and click Add to put them all in an Issue Portfolio.

If any selected bill is on your website, changing its position needs an Owner, and the whole change is refused.

Start a campaign

The megaphone button (Create campaign from this bill) starts a new campaign about that bill. See the article on campaigns.

Stop tracking a bill

  • On the bill's page, click Tracked by your team to stop tracking it.
  • On the Tracked Bills page, click the trash can (Remove from tracked). For a companion pair, both bills are removed.

When you stop tracking a bill, it is also removed from your shared Issue Portfolios. The bill's page warns you and names them first.

A bill that is shown on your website can only be untracked by an Owner, because untracking takes it off your website. Ask an Owner, or ask them to turn off Show on your website first.

What tracking does for you

Tracked bills drive much of the portal. Changes to them appear in Notifications, uploaded amendment packets are checked against them, and you can filter searches and reports by them.

If this does not solve it, email support@conservativestates.app and tell us your organization's name.
