What are Issue Portfolios and how do I use them?

Group related bills under an issue in a shared or private Issue Portfolio, add bills to it, and see what is moving.

An Issue Portfolio groups bills around one issue, for example "Property tax relief" at the Example Taxpayers Alliance. Open Issue Portfolios under Administration in the left navigation.

Shared and private portfolios

When you create a portfolio you choose Who can see it.

  • Shared: your whole team sees it. Its bills are added to your organization's tracked bills. Shared portfolios can be linked to campaigns, carry talking points, and be used to target supporters and alerts.
  • Private: only you see it. Nobody else in your organization can, and that includes the Owner. Adding bills to it does not change your tracked bills. It cannot be linked to campaigns or carry talking points.

The Issue Portfolios page lists Shared with your team first, then My private portfolios.

A portfolio holds no position of its own. The position shown next to each bill is your organization's position from the tracked bill.

Create a portfolio

  1. Click New portfolio (or Create a portfolio).
  2. Enter a Name. You can add a Description, Tags, a Color and an Icon.
  3. Under Who can see it, choose Shared or Private.
  4. Click Create portfolio.

Only Owners and Editors can create a shared portfolio. Anyone on staff can create a private one.

Add bills

There are three ways:

  • From the portfolio: click Add bill. Search by bill number, sponsor or keyword, or use Paste bill numbers to add several at once (separate them with commas or new lines; the current session is checked first).
  • From a bill's page: use Add to portfolio… under the tracking card.
  • From Tracked Bills: tick several bills, choose Add to portfolio…, and click Add.

Adding a bill to a shared portfolio also tracks it, with no position, if it is not tracked yet. A private portfolio never changes your tracked bills. Bills must be from your organization's state.

To take a bill out, click the x beside it on the portfolio page. It stays on your tracked bills.

What the portfolio page shows

  • Counts of bills (with how many you support and oppose), bills moving, hearings this week and wins this session. Shared portfolios also show active campaigns and supporters reached. Private ones show how many of their bills your organization does not track.
  • Bills in portfolio, with All, Moving and Hearings views. Owners and Editors can change a bill's position right there on a shared portfolio.
  • Shared talking points and linked campaigns, on shared portfolios.
  • Ask AI, which opens the AI Analyst with a briefing on the portfolio's bills (see the article on the AI Analyst).
  • Export brief, which downloads a briefing document.

Who can do what

  • A private portfolio is managed by the person who created it, whatever their role.
  • A shared portfolio is managed by Owners and Editors: adding and removing bills, talking points and changing its visibility.
  • Share with team turns a private portfolio into a shared one. Its bills are then added to your tracked bills.
  • Make private turns a shared portfolio into your private one. This is refused while a campaign, a saved supporter segment or an unsent alert uses the portfolio. The message names what is using it.

When someone leaves

A former team member's private portfolios stay hidden. The Owner sees a note listing them by name and bill count, and can share one with the team. Its bills are shown only once it is shared.

Untracking and portfolios

If you stop tracking a bill, it is also removed from your shared portfolios. Private portfolios keep it.
