What is on a bill's page in the staff portal?
A tour of the staff bill page: the summary, where the bill stands, its text and documents, the AI analysis, votes, your tracking controls and your team's internal notes.
Click a bill number anywhere in the portal (Browse Bills, Tracked Bills, a portfolio, a packet) to open its page. Everyone on staff can read it. What you can change depends on your role.
At the top, Ask AI about this bill opens the AI Analyst with the bill already in the conversation (Owners, Editors and Analysts; see the article on the AI Analyst).
The summary card
The large card at the top shows:
- the bill number, title, chamber and current status,
- In plain English, a short AI summary, or the official summary when there is no AI summary yet,
- the sponsor and co-sponsors,
- the bill's categories and related bills,
- Bill text and, when the bill became law, Enacted text.
A placeholder bill (a bill filed to hold a number, filled in later) is labeled in the states where we can recognize them.
Your tracking card
On the right:
- Our recommendation is the AI analysis's suggested position, with a one-line reason. It is a suggestion only. Before the analysis runs it says Awaiting analysis.
- Track this bill adds the bill to your Tracked Bills. Once tracked, it says Tracked by your team.
- Your position, Position statement (with Write with AI) and Show on your website appear once the bill is tracked.
- Add to portfolio… puts the bill in an Issue Portfolio.
Owners and Editors can use these controls. Analysts and Viewers see the values. See the articles on tracking, on position and priority, on position statements and on Issue Portfolios.
Where it is right now
This card shows the bill's journey through the legislature: the steps it has passed, where it is now (for example the committee it is waiting in), any upcoming hearing or floor vote, and the latest action. Open the full legislative history for every recorded action.
In states where each chamber works its own matching bill (companion bills), both bills' progress is shown.
The AI analysis
The analysis comes in three parts: What it does, Why it matters to you and The honest caveat. Click Read the full analysis for the long version. In Tennessee, a Statute changes view shows how the bill would change the code.
- If there is no analysis yet, click Get AI Analysis.
- Refine with feedback runs the analysis again with your guidance.
- If the bill was rewritten after the analysis was written (for example a placeholder bill that an amendment filled in), you see This analysis is out of date with a button to Run the analysis again.
The analysis is written by AI. Always check it against the bill text. Notes on AI Analysis explains how it is made.
Votes
Recorded votes are listed in their own card. Click a vote to see how each member voted.
Amendments and documents
This card lists the bill's other versions, its amendments and its fiscal notes and supplements.
- Read amendment opens an amendment's text. An amendment is marked Adopted or Withdrawn when the legislature records that.
- View PDF opens a fiscal note or supplement.
- Bill text and amendments open in a reader. Where the state's documents allow, the reader shows the text with its structure and the changes it makes, and you can open the original document.
Internal notes
At the bottom, Internal notes for your team are never shown publicly. Owners and Editors can add a note with Add note. You can delete your own notes, and the Owner can delete anyone's.
The bill page does not have a comment thread with @mentions today. Use internal notes for discussion about a bill. Comment threads with @mentions are on supporter and legislator pages.
